" It is the intention that so long as you have the entire control of the affairs of St. Helena fort remain in your hands, you should exclusively be responsible for the Government of the Island. Accordingly, as soon after the exchange of the Ratifications as may be convenient, you will assume the Government of the Island of Hongkong, then become a Possession of the British Crown: and you will make such Proclamation both of the transfer of the Island to the Crown, and of your assumption
